Ineke Baas works as a researcher at the University of Applied Sciences Utrecht in the Netherlands, and as a strategic adviser on homelessness at Valente. Her core themes include providing care and support to people in vulnerable living situations, such as the homeless, individuals with mental health and addiction issues, and those living in poverty.
In addition to her work for the University of Applied Sciences Utrecht, she works as a strategic adviser and advocate for homelessness, housing, and social shelter services for Valente, the national association for participation, support, and safe shelter. She is involved in the implementation of the National Homelessness Action Plan in collaboration with the Association of Dutch Municipalities (VNG) and Aedes; the rights and access to social shelter services for, among others, homeless EU citizens, young adults, and people with complex mental health issues. She is also engaged in the transition from shelter to appropriate housing.
Fields of expertise
- (European) Homelessness: Paradigm shift from shelter to housing
- EU migrants: Access to care and shelter
- Resilience & strengths-based approach
Her working style is to learn from practice, education, and science; she is curious, listens, and explores how desired changes can be brought about and (permanently) implemented in practice together with those involved.
"There is still much to be gained in social cohesion!"
